Solid Waste Management Rules 2026

1. Introduction

 The Ministry of Environment, Forest and Climate Change has notified the Solid Waste Management (SWM) Rules, 2026, which supersede the 2016 rules. Mandated under the Environment (Protection) Act, 1986, these rules come into full effect on April 1, 2026.

In compliance with the Hon’ble Supreme Court directions (Civil Appeal No. 6174 of 2023), the District Administration is strictly enforcing these rules to ensure scientific waste segregation, processing, and disposal across the district. Enforcement is monitored directly by the District Level Committee and Taluka Level Teams headed by Sub-Divisional Magistrates (SDMs).

2. Mandatory 4-Stream Segregation (For All Citizens & Entities)

Four-stream segregation of solid waste at the source is now mandatory. Waste must be separated into the following categories before handing it over to local bodies or designated collection points:

3. Guidelines for Bulk Waste Generators (BWGs)

Who is a Bulk Waste Generator?

Entities satisfying any ONE of the following criteria:

  1. Buildings with a floor area of 20,000 sq. meters or above.
  2. Entities with a water consumption of 40,000 liters per day.
  3. Entities generating 100 kg or more of solid waste per day. (Includes Residential Welfare Associations, gated communities, hotels, restaurants, banquet halls, commercial complexes, educational institutions, and government departments).

Mandatory Compliances for BWGs:

  • Online Registration: All BWGs must register on the Centralised Online Portal implemented by the CPCB.
  • On-site Processing: BWGs must set up and operate facilities to process wet waste/horticulture waste on-site (via composting or biomethanation).
  • EBWGR Certificate: If on-site processing is impossible, BWGs must obtain an Extended Bulk Waste Generator Responsibility (EBWGR) certificate from their respective Municipal Council or Panchayat, confirming they are paying for special waste handling services.

Recent key workshops and training sessions include:

  • Training for DMA & ULB Officials (July 3, 2026 | 3:00 PM): A dedicated session for officials from the Directorate of Municipal Administration (DMA) and Urban Local Bodies (ULBs) on registering Bulk Waste Generators (BWGs) on the Centralized Portal, held at GSUDA, 6th Floor, Shram Shakti, Panaji.
  • Orientation Workshop for Deputy Collectors (July 3, 2026 | 5:00 PM): An orientation program on the implementation and compliance framework of the SWM Rules, 2026, conducted for Deputy Collectors of North Goa District at the Collectorate Office, Panaji.
  • BWG Portal Training for BDOs & Panchayat Secretaries (July 9, 2026): A technical training session for Block Development Officers (BDOs) and Village Panchayat Secretaries of North Goa District regarding BWG centralized registration, held at the Village Panchayat Hall, Socorro at 03:30 pm

And, another technical training session for Block Development Officers (BDOs) and Village Panchayat Secretaries of North Goa District regarding BWG centralized registration, held at the Mathany Saldanha Administrative Complex, at 10:30 pm.

  • Comprehensive Training for Tiswadi Block Panchayat Officials (July 14, 2026): Organized by GIPARD in collaboration with the Directorate of Panchayats, Goa Waste Management Corporation (GWMC), and Goa State Pollution Control Board (GSPCB) for BDOs, Panchayat officials, and elected representatives across Tiswadi Block, held at Ella Farm, Old Goa.

6. Report a Violation / Contact Us

Make it easy for citizens to report blackspots and for businesses to ask compliance questions.

District Level Enforcement: Taluka Level Teams, headed by SDMs, conduct regular inspections of dumping sites, monitor illegal dumping, identify blackspots, and submit fortnightly reports to the Goa State Pollution Control Board (GSPCB).
